Company/Job Description

The International Catholic Migration Commission (ICMC) is an internationally operating non-governmental organization serving and protecting uprooted people, regardless of faith, race, ethnicity, or nationality.

For three decades, ICMC has partnered with the U.S. Department of State, Bureau of Population, Refugees and Migration to conduct refugee resettlement. Currently ICMC operates under a cooperative agreement with the Department of State (DOS), as a Resettlement Support Centre (RSC) to prepare eligible refugee applications for consideration for resettlement in Turkey and Middle East (TuME). As part of this service we work with several thousands of refugees and their families each year and take them through each stage of processing that is required for resettlement to the U.S.A. ICMC also has a sub-office in Beirut, Lebanon. The caseload includes a variety of different nationalities, including Iraqis, Iranians, Syrians and Afghans.

UNHCR identifies and refers refugees for the resettlement program and members of the in processing team are responsible for taking refugee statements, their biometric data and the preparation of the refugee case files for adjudication by Citizenship and Immigration Services (CIS) officers. 

Job Purpose

HR Officer will be responsible for providing support in the various human resource functions, which include recruitment, staffing, orientation, performance evaluation. Assist the HR supervisor in different projects and tasks.

Recruitment

  • Provide advice and assistance to supervisors on staff recruitment;
  • Prepare notices and advertisements for vacant staff positions;
  • Schedule and organize interviews;
  • Participate in applicant interviews;
  • Conduct reference checks on possible candidates;
  • Inform unsuccessful applicants.

Orientation 

  • Conduct initial orientation to newly hired employees.

Staff orientation about Policies and procedures

  • Ensure all policies and procedures are properly explained to all staff during orientation meetings and on a regular basis whenever there is change;
  • Ensure implementation of policies and procedures and support the HR Supervisor in development of new policies as and when needed.

 Training

  • To be responsible for planning and organising training events, either by ICMC or out-sources trainers.

 Appraisals

  • To support HR Supervisor while dealing with appraisal process, following up deadlines for end of year performance appraisals.
  • To ensure return of complete appraisal forms from sections. 

Miscellaneous

  • Handling all employee enquiries related to HR issues.
  • To collate annual leave forms from sections, update leave records and archiving forms as appropriate.
  • To undertake function related project work, as and when directed by the Supervisor.
  • To undertake other duties and responsibilities which, while outside the normal daily routine, are within the overall scope of the position.
  • To assist HR Supervisor for updating job requirements and job descriptions for all positions;
  • To coordinate HR projects (meetings, training, surveys etc) and take minutes
  • To coordinate work permit applications of foreign employees
  • To be able to cover for HR & Travel Coordinator and/or Contract Staff Operations Officer in their absences

Qualifications and Requirements

  • Commitment to uphold ICMC’s values of fairness, equality and respect of human dignity;
  • Commitment to safeguard refugee interests and to prevent any real or perceived abuse of trust and conflict of interest;
  • Bachelor’s Degree in a related field;
  • Written and verbal communication skills in English. Knowledge of Arabic and /or Farsi is an advantage;
  • Minimum one year relevant work experience in a similar capacity preferably in NGO sector;
  • Familiarity with labour law, social security system and associations’ law and regulations;
  • Highly confidential;
  • Excellent communication skills and basic employee counselling skills;
  • Ability to work in a systematic and organized manner;
  • Proficiency in using MS Office applications like Word, Excel and Power point;
  • The ability to prioritize competing demands;
  • Time management skills;
  • Good team member;
  • Flexibility under pressure and in response to changing needs;
  • Attention to detail and good writing skills
  • Ability to travel (when necessary).
