Scope of Work:

The Supply Chain Manager is responsible for managing the Supply Chain department including procurement, warehousing, asset management and transportation. This position will collaborate with the Finance Controller and Operations Coordinator to ensure internal controls. Furthermore, the role will entail enforcement of policies and procedures and provision of budgetary support for both programmes and the offices in Antakya. Generally, this position is pivotal in putting together all the logistics services that required for the implementation of all programmes in the field.

 

Specific Responsbilites:

Administrative Roles:

• Manage all staff employed in the Supply Chain department, monitoring their performance and regularly evaluating staff directly supervised by him /her.
• Create and ensure maintenance of an adequate and neatly organized filling system for waybills, inventory records and other supply chain records.
• Carry out staff orientation and capacity building in different areas pertinent to supply chain.

Procurement of Goods:

• Receive and review all Purchase Request from Program Staff.
• Verify and ensure that all purchases are are properly authorized in accordance with IRC Finance and Supply Chain policies and procedures and are appropriate in terms of quality and fair market price.
• Work with the Supply Chain Officer to ensure that up to date files for price guide / catalogs / products technical information to be used by the office for budgetary and ordering purposes are maintained.
• Review purchase orders prior to sending it to for signature and ensure that a proper record for any procurement act is kept and  inventory of used local purchase orders are maintained for future references.
• Prepare weekly procurement reports and send to the Operations Coordinator

Vehicle Management:

• Ensure that log books are verified and signed.

• Review monthly vehicle reports outlining fuel usage and maintenance costs per vehicle
• Verifies vehicle fuel payments prior to sending them for approval.
• Devise a vehicle tracking system, which ensures that the location of all vehicles is known at all time.
• Ascertain and ensure adherence to vehicle policy

Asset management:

• Ensure that an update asset register is maintained on a monthly basis. Work closely with the Supply Chain officer to ensure that the same is done in Antakya
• Ensure that all IRC assets, equipment, offices and staff housing are well maintained
• Review all monthly asset reports.
• In the future, recommend assets for disposal and ensure that the necessary paper work is prepared.

 

Warehousing:

• Ensure that all the ware houses are well maintained and that updated stock records are done on a daily basis both on the prologs and stock cards
• Ensure that all stores procedures are followed by all staff and that there is controlled access to all IRC stores and ensure that stores premises are secure
• Review monthly stock reports.
• Ensure that an update office, residence, and stores inventory is done on a monthly basis.

Requirements

• Degree or professional certification in Supply Chain Management, Business Management or related field.
• At least 3 years management experience.
• Fluency in Turkish and English, both written and spoken.
• Strong organizational, interpersonal and communication skills.
• Strong computer competency with word processing, spreadsheets, and databases.
• Strong leadership qualities and willingness to exercise initiative.
• Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.
