IREX is recruiting for the position of Grants Manager for the program based in Istanbul, Turkey.

Summary of Position:

Under the supervision of the Director of Operations and Finance, the Grants Manager will oversee  and manage a rigorous grantee monitoring program, and will ensure that the award, management, and closeout of grants meets all applicable US and Turkish laws, USG rules and regulations, and IREX policies and procedures.

Specific duties include, but are not limited to the following: 

• Manage sub-grantee due diligence process
• Negotiate agreements with sub-grantees and provide financial management and monitoring for grants agreements;
• Negotiate project budgets for inclusion in grants agreements;
• Provide on-going grant management consulting to grantees pertinent to financial management of IREX funded projects and financial reporting;
• Input and regularly update grants related financial data into internal tracking system;
• Input grants related financial data into donor databases as requested;
• Review grantee interim and final financial reports and back-up financial documentation for authenticity and compliance with grants agreement requirements;
• Oversee the proper filing of grantee documentation;
• Prepare and request payments to grantees according to IREX policies;
• Travel to regional project sites within Turkey for grant management and monitoring;
• Coordinate communication and monitoring activities between grants, finance and program staff, as needed;
• Occasional travel within Turkey if needed.
• Other duties as assigned.

Qualifications:

• Minimum 3 years working with NGOs or grant making organization; USG experience is a plus;
• Ability to read and interpret regulations and procedures and clearly communicate them to others;
• University degree in finance or a related field;
• Excellent written and verbal English and Arabic language skills;
• Computer proficiency in MS Office;
• Ability to analyze data and information;
• Ability to collect and input data into computerized databases and spreadsheets;
• Strong negotiation and problem solving skills.
