Job Description (Roles and Responsibilities)

The British Embassy Ankara / British Consulate General in Istanbul are part of a world-wide network representing British political, economic and consular interests overseas as is now looking to hire a Programme Development Managerto support the growth of the Prosperity Fund programme in Turkey, based either in Istanbul or Ankara.

 

In November 2015 the British Government announced the Prosperity Fund, a £1.3 billion programme to support growth in a group of high performing emerging economies, including Turkey and identify opportunities for UK business. The programme will run from 2016 – 2020.

An initial funding allocation for work Turkey has been made for 2016/17. Current work areas for 2016/17 are: financial services; science and innovation; low carbon economy; and transparency.

 

Main Duties and Responsibilities - Programme Development

This position will lead the design of a follow-on strategy and concrete multi-year funding proposals for the Turkey Prosperity Fund 2017-20, making use of evidence-based analysis (Diagnostic Tool) of the Turkish economy. Proposals will be submitted for UK Ministerial approval in October 2016.

You will identify current or additional sector opportunities offering potential to meet the Fund’s criteria and deliver opportunities between the UK and Turkey.

You will design robust, costed programme proposals, in close liaison with policy experts, internal and external stakeholders including: the British Embassy, Ankara; British Consulate General, Istanbul; Turkish public and private sector institutions; British Government Departments; NGOs and International Financial Institutions.

Essential qualifications and experience

  • Previous experience leading programme and project development and management in NGOs, international organisations, public or private agencies;
  • Ability to build relationships with government institutions and other key stakeholders.
  • Ability to use own-initiative to develop new project ideas and find solutions to problems;
  • Strong communication skills, both written and oral. Good presentation, reporting and narrative skills;
  • Ability to prioritise own workload and meet deadlines, without compromising the quality of work or customer care;
  • Adaptable and open to change;
  • Strong team-player;
  • Experience of using Microsoft Office Applications.

 

Desirable qualifications and experience

  • Financial experience and knowledge of spreadsheets and basic accounting would be an advantage;
  • Good understanding of economic, climate change, energy security and / or commercial issues;
  • Previous experience of working with UK Government Departments would be an advantage.

Starting yearly salary (TRY): 114,585.60 TL gross (pro rata)
