Job Description (Roles and Responsibilities)

The British Consulate General Istanbul is part of a world-wide network representing British political, economic and consular interests overseas and is now looking to hire a Prosperity Financial Services and Commercial Programme Manager.

The cross-UK Government Prosperity Fund (PF) was created in 2015 to promote economic growth in middle-income countries and create opportunities for international business, including for UK companies. The fund has a budget of £1.2 billion over 6 years to provide support to partner countries in key reform areas such as the business environment, energy financial services, infrastructure and future cities, amongst others.

We are recruiting for a Prosperity Financial Services and Commercial Programme Manager to help design and implement the core (£20 mn) Turkey Prosperity Fund programme. This will involve ensuring intended outcomes and impacts are achieved, and the programme offers value for money.

The successful candidate will build relationships and work closely with delivery partners, the government of Turkey, businesses, civil society, NGOs and other external stakeholders to ensure successful delivery of the programme. The successful applicant will work to the Head of the Prosperity and Economics department and overall Prosperity Fund portfolio manager at the UK Consulate Istanbul in Turkey. They will coordinate with other posts in the region and government colleagues in the UK to achieve UK policy objectives and to ensure that the programme complies with OECD rules for ODA. An important aspect of the job will be working with Department of International Trade and Department for international development colleagues across the Turkey network and in London to unlock the opportunities created by the programmes’ interventions for increased inward trade and investment, particularly for UK companies.

The post will be based at the UK Consulate Istanbul in Turkey, a vibrant, international organisation, committed to diversity and staff development, and also expected to work across the Turkey network regularly, including regular visits to the British Embassy in Ankara.

This is a challenging and exciting opportunity to play an influential role in a high-profile and strategic British development initiative in Turkey, which aims to have a positive impact on economic development and trade, as well as strengthening the relationship between the UK and Turkey.

Main Duties and Responsibilities
We are looking for a pro-active, engaged individual with a passion for delivering development impacts as the programme moves in to a new phase after 18 month of design. Following a thorough internal quality assurance process, the programme will require further development as it moves towards a commercial phase and then full implementation.

The job holder will have the following main responsibilities: oversight of programme design and delivery, stakeholder engagement and coordination, liaison with colleagues at post and in London.

Oversight of Programme Design and Delivery
- Engage with delivery partners, proactively seeking opportunities to oversee in-country design and delivery of the programme’s components by delivery partners. Utilise strong insight into the impact of the programmes beyond delivery of activity and report this to the Head of the Prosperity and Economics department and overall Prosperity Fund portfolio manager in Turkey and colleagues in London.
- Deploy excellent programme management skills to drive forward delivery of the programmes in-country, including: inputting into and critically assessing monitoring, reporting, evaluation and learning; inputting into procurement processes, providing local insight; overseeing delivery including resolution of issues and mitigating risk; managing local benefits realisation; and managing relationships with implementing partners.
- Supported by the overall Prosperity Fund portfolio manager co-ordinate with other programme officers in the Prosperity Fund to drive consistency, deliver efficiencies and increase impact through realisation of synergies.
- Reach out to colleagues to understand UK policy aims in this space and work with policy leads at post and in the region to ensure programme activities remain aligned to these aims.


Prosperity/Commercial

- Support the Senior Reporting Officer (SRO) develop Turkey’s Prosperity Fund Secondary Benefits Plan.
- Have an in-depth understanding of the commercial opportunities created by the Turkey Prosperity Fund. Contribute to the wide dissemination of these opportunities to UK companies. Ensure British firms have the knowledge and capacity to bid successfully for Prosperity Fund generated contracts. Build up trusted partnerships between UK companies and their Turkish government and private sector counterparts.
- Provide, as required, timely and effective commercial inputs into the Global Prosperity Fund Programmes operating in Turkey (Business Environment, Future Cities and Trade).
- Work closely with the Turkey Prosperity Network across the British Consulate Istanbul and British Embassy Ankara to ensure a fully coordinated Prosperity Fund portfolio and strategic alignment to other Embassy and Consulate work.

Stakeholder and Co-ordination

- Build and maintain relationships with Turkish Government interlocutors responsible for programme priority areas to enable and enhance the implementation of the programmes and ensure continued buy-in – in collaboration with FCO policy leads.
- Coordinate with national and international partners (e.g. other donors) to promote UK objectives and improve our understanding of partners’ priorities.
- Work with all stakeholders to drive through lasting change on the back of programme activity.
- Liaise with the regional networks (e.g. Climate Change and Energy, Economics and Trade) and communications colleagues to deliver effective communications activities.


Policy Delivery

- Know and monitor the current business regulatory environment and development opportunities in the Financial Services sphere for Turkey, including opportunities for and barriers against the programmes objectives. Build relationships with key decision makers in Turkey’s government, civil society and private sector in support of this programme, including leveraging diplomatic and senior engagement to drive forward regulatory and policy shifts in support of prosperity objectives. Provide reporting on your analysis to government colleagues. Coordinate with others in the Embassy and Consulate and relevant government departments in London.

Cross Embassy/High Commission/Prosperity colleague’s liaison

- Own work with Department of International Trade (DIT) and Department for International Development (DFID) colleagues in the region and in London to unlock opportunities for increased inward trade and investment, particularly for UK firms.

Aranan Nitelikler

This will be an ideal job for a flexible, motivated self-starter who has strong programme management and stakeholder engagement skills.

A successful applicant would need to demonstrate a combination of Financial Services and Business Environment subject knowledge, with an ability to use self-directed study to learn further about these areas as the programme develops. Knowledge of commercial tendering process is also required.

Applicants will also need to show project management experience and strong communication skills to work in a team and influence others.

Essential qualifications, skills and experience
  • Graduate with a university degree relevant to the job and at least 10 years of experience in a relevant field.
  • Experience of delivering complex programmes.
  • Experience of managing delivery partners.
  • Understanding of ODA/International development.Strong people skills.
  • At least 5 years’ experience in programme management ideally in a development context.
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
  • Excellent communication and influencing skills including in giving presentations to external audiences.
  • Team player driven by values.
Desirable Qualifications, Skills and Experience
  • Additional technical qualifications relating to Financial Services or programme management.
  • Additional technical qualifications relating to commercial and contract management.
  • Regional knowledge and network with relevant stakeholders.
  • Experience of dealing with governments.
  • Experience of working with international delivery partners and governments.
  • Experience/knowledge of UK ODA programmes.
  • Knowledge of economic reforms policy and practice.

Other Benefits and Conditions of Employment

This is a full-time temporary contract for 5 working days (37.5 hours net) per week. The duration of the contract will be one year (with the possibility of extension by mutual agreement).

The monthly salary for this position is 3,251.74 USD gross, C4 level. Please note that staff members are responsible for paying any income tax required by local law.

All applicants should have the right to live and work in Turkey. The British Consulate does not sponsor for work permits.
The successfull candidate will be subject to professional background check, security clearance and a probation period of 2 months.
