The International Catholic Migration Commission (ICMC) is an international non-governmental organization, whose mission is to protect and serve uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants - regardless of faith, race, ethnicity or nationality. In collaboration with governmental and non-governmental partners, and through a worldwide network of members, ICMC implements and advocates for right-based policies and sustainable solutions to address global migration challenges. ICMC’s operations are aimed to respond to the needs of vulnerable individuals and communities, and focus on protection, humanitarian assistance, resettlement, migration and development.
For four decades, ICMC has partnered with the U.S. Department of State, Bureau of Population, Refugees and Migration to conduct refugee resettlement. Currently ICMC operates under a cooperative agreement with the Department of State (DOS), as a Resettlement Support Centre (RSC) and under a contract with European Asylum Support Office (EASO) to prepare eligible refugee for resettlement to US and European Union Member States. As part of this service we work with several thousands of refugees and their families each year and take them through each stage of processing that is required for resettlement to the U.S.A. ICMC also has a sub-office in Beirut, Lebanon.
Job Purpose
Main responsibility for this role is;
  • To monitor any malfunctioning of applications or software systems,
  • To provide support to end users and relevant parties on the internal or external applications that have been used within the organization,
  • To participate in the research and system application needs to visualize any problems for users,
  • To analyze necessary software requirements and to be the main responsible for implementation of required software or application to site,
  • Application support specialist is also responsible for to support IS units on Network, System and Helpdesk functions for Istanbul and Beirut Offices.
Key Roles and Responsibilities
  • Providing Level 1 support for Refugee Admissions Program System (WRAPS) and relevant Systems to Turkey and Beirut Office users. Escalation and follow up of issues on need.
  • Performing analyses on internal and external software application’s functionality, suggesting improvements. Establishing the root causes of application errors and escalating serious concerns to relevant parties.
  • Interacting with clients or relevant parties about projects status, solving their technical issues if any exist.
  • Working with managers or project teams to help them to investigate issues or to develop new approaches and solutions,
  • Providing support for the smooth running of Local Area Networks (LAN), Wide Area Networks (WAN) and Network Attached Storage (NAS), Providing requested support from IS Supervisor for the smooth running of Network (Cabling, switches, firewall, PBX on both hardware and software level), system (Microsoft and Linux servers with relevant functions, on hardware, OS and software level), Office 365 (support for users), storage (NAS on software and hardware level.
  • Backup processes and tests for integrity), SharePoint (development) and Virtualization (VMware) services. 
  • Running a help desk for all staff, responding to queries related to computer systems, software, hardware and resolving issues,Recording and monitoring help desk queries and identify any recurring or systemic issues. proposing solutions to the IT Manager.
  • Installing new software, hardware (servers, printers, computer workstations etc.) and setting up user accounts, permissions, and passwords,Training of computer users on security awareness, basic usage and newly developed/integrated systems.
  • Providing solution on Install, modify, clean and repair computer hardware and software on client base,Processing pf periodically recurring tasks in order to be compliant with ISO 27001 security framework and ITIL needs. Developing and updating SOPs according to IS processes.
  • Researching and implementing of technical solution for requests and processes that may occur. Managing of relevant projects that may come with.
  • Arranging backup schedules on regular basis as required. managing both Turkey and Lebanon sites’ asset inventory. Following up of relevant support agreements for assets.
  • Collaborating with other departments and professionals in the development of Information Systems.

Required Skills

Qualifications and Requirements
  • A Bachelor's Degree in Software Engineering, Computer Science, Information Technology, Information Systems, Computer Engineering, or similar,
  • Ability to manage code migration, document configuration changes, and monitor performance,
  • Ability to keep up with innovation in application design,
  • Knowledge of programming languages, such as Javascript, SQL, HTML, etc.
  • Commitment to uphold ICMC’s values of fairness, equality and respect of human dignity,
  • Commitment to safeguard refugee interests and to prevent any real or perceived abuse of trust and conflict of interest, Knowledge and experience of IT systems,
  • Ability to work independently as well as part of a team,
  • Knowledge of sufficient Turkish and English to communicate, explain and train staff,
  • Ability to prioritize tasks and effectively manage the inquiry load of ICMC/RSC,
  • Ability to identify patterns in issues and to develop recommendations for improvements,
  • Willingness to work in a multi-cultural work environment.
