Job Description

ABOUT ICMC 

The International Catholic Migration Commission (ICMC) is an international non-governmental organization, whose mission is to protect and serve uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants - regardless of faith, race, ethnicity or nationality. In collaboration with governmental and non-governmental partners, and through a worldwide network of members, ICMC implements and advocates for right-based policies and sustainable solutions to address global migration challenges. ICMC’s operations are aimed to respond to the needs of vulnerable individuals and communities, and focus on protection, humanitarian assistance, resettlement, migration and development. 
For four decades, ICMC has partnered with the U.S. Department of State, Bureau of Population, Refugees and Migration to conduct refugee resettlement. Currently ICMC operates under a cooperative agreement with the Department of State (DOS), as a Resettlement Support Centre (RSC) and under a contract with European Asylum Support Office (EASO) to prepare eligible refugee for resettlement to US and European Union Member States. As part of this service, we work with several thousands of refugees and their families each year and take them through each stage of processing that is required for resettlement to the U.S.A. ICMC also has a suboffice in Beirut, Lebanon. 

SCOPE OF WORK

The Finance Supervisor (FS) will be responsible for providing overall assistance to the Head of Finance (HoF) in relation to all of the Istanbul-and Beirut-based accounting, regulatory, banking and auditing requirements.

The incumbent will;
  • Support the HoF with the day-to-day running of the Finance department.  
  • Ensure that local, corporate and donor requirements are adhered to in relation to cash management, accounting and reporting.
  • Follow up with financial consultants and ensure that legally required accounting, reporting and returns are submitted timely and accurately.
  • Assist the HoF in preparing expenditures and inventory reports, financial plans, and costings for different projects; and provide coaching and mentoring support to Finance personnel in Istanbul and Beirut.
  • Maintain coordination with the Finance Unit in HQ/Geneva and act as Officer in charge of the RSC TuME Finance Department in the absence of the HoF.

RESPONSIBILITIES
  • Financial ManagementProvide customer focused, day to day finance operations in line with corporate and donors’ requirements.
  • Ensure timely and accurate record keeping in line with donors’ and ICMC’s internal requirements.
  • Maintain the coordination and follow up with financial consultants and ensure that legally required accounting, reporting and returns are submitted timely and accurately.
  • Monitor financial bookings daily and ensure accurate financial recording by identifying incorrect bookings, taking corrective actions and follow-ups.
Internal Control and Policies
  • Ensure compliance with statutory regulations, internal policies and procedures in banking and cash management.
  • Act as the focal point for audits performed by different auditors (internal, external including donors) and ensure that all information and documents related to the audit are in place per requirement of the auditors.
  • Maintain follow-up actions and implementation of audit recommendations in close coordination with Finance HQ Unit.
  • Assist the HoF with the review and implementation of financial policies, guidelines and standards; advice on fraud prevention issues, and provide input as required, including in relation to updates and revisions of internal SOPs.

Budget and Donor Reporting
  • Ensure that all financial and accounting data is timely, accurately and readily available for monthly/quarterly and annual closures of Turkey and Lebanon Offices.
  • In close coordination with the HoF, prepare and review periodic financial reports (e.g.:  monthly/quarterly/half-yearly/yearly) for the RSC Director and HQ, including variances analysis and financial narratives. Adhere to donor regulations and requirements and follow donor format with accuracy and within schedule date for financial expenditure reports.
  • Assist the HoF in the preparation of financial plans and feasibility assessments for new projects.
  • Assist the HoF in project formulation to help design project structures based on portfolio approach.
  • Assist in setting up of budgets and ledger structure in Navision for all projects.
Procurement and Assets management
  • Assist the HoF with all aspects of the procurement cycle and compliance against procurement policies and rules.
  • Act as the quality control focal point and last check point person to ensure compliance with corporate and donor requirements for procurement and assets management.
  • Support with the production of inventory reports.
Staff Management
  • Provide coaching, mentorship and advice to the Finance personnel in Istanbul and Beirut and assist the HoF with performance reviews of personnel under his/her supervision.
  • Undertake regular monitoring and coordination visits to the RSC TuME office in Beirut, Lebanon.
  • Perform other tasks within the remit of their responsibilities and as directed by their manager or the senior management team.

Required Skills

REQUIREMENTS
  • Degree in Accounting, Public or Business Administration, Finance, or other related fields.
  • Professional qualification preferred (CMA, CPA, ACCA, etc).
  • 2 years of relevant experience in financial management.
  • Experience in developing internal controls, systems and processes, and financial Management preferably withina large NGO.
  • Experienced in grants finance management procedures and rules with U.S. BPRM; USAID, DFID, EU, UN, and other donors.
  • Experience and skills with budget preparation and analysis, financial reporting preparation.
  • Knowledge of US GAAP accounting and experience, including management of the general ledger, journal entries, payroll, payables/receivables, and balance sheet.
  • Proven experience in using Excel and ERP systems.
  • Experience in team management.
  • Excellent oral and written English and Turkish skills required. Arabic is an asset.
  • Conduct work with the highest level of personal and professional integrity. Must comply with and actively promote ICMC's zero tolerance policy with regard to sexual exploitation and abuse, harassment, abuse of power, fraud and corruption in all of its activities and responsibilities.
