Monitoring And Evaluation Expert

The specialist will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework. He/she will develop a systematic monitoring framework to improve the gathered qualitative and quantitative evidence. Key areas of responsibility include:

• Provides strategic advice and guidance to M&E projects.
• Develop project monitoring and evaluation framework in accordance.
• Ensure quality of project reporting.
• Effective management of the evaluation process.
• Facilitate capacity building and contribute to the development of the knowledge management system. 

• Relevant experience in the field of monitoring and evaluation.
• Demonstrate experience working in complex environments, preferable in providing support to non-governmental institutions.
• Academic degree in social sciences, economics, development studies, statistics or another relevant field.
• Proven experiences in qualitative and quantitative research methodologies design, data collection, analysis and interpretation of quantitative and qualitative data.
• Strong report writing skills in English.
• Fluent in English and Turkish in spoken and written skills; Arabic would be an asset.
• Working experience in the field, notably South-/East Turkey, Turkish-Syrian border region, would be an asset.
• Proven understanding of the context of refugee protection, integration and inclusion of vulnerable persons and the promotion of social cohesion in Turkey is an advantage.
• Strong experience with designing and using innovative and client-centred monitoring and evaluation methodologies, esp. regarding the use of digital, mobile and online-based tools and using participatory methodologies, would be an asset; and
• Experience in the usage of computers and office software packages and in handling of web-based management system and statistical software (SPSS), would be an asset.
