The International Catholic Migration Commission (ICMC) is an international non-governmental organization serving and protecting uprooted people: refugees, internally displaced persons and migrants, regardless of faith, race, ethnicity or nationality.

As a resettlement partner of the United States, ICMC operates the Resettlement Support Center (RSC) for Turkey and Middle East (RSC TuME) and assists the Bureau of Population, Refugees, and Migration of the U.S. State Department (BPRM) in preparing the necessary casework for persons in Turkey and Lebanon eligible for interview by the United States Citizenship and Immigrations Services (USCIS) of the Department of Homeland Security (DHS) under the U.S. Refugee Admissions Program (USRAP). For those approved, ICMC RSC provides assistance in completing the additional requirements for refugees’ admission to the U.S..

ICMC RSC TuME provides regional refugee processing services for all U.S. Refugee Admissions Program applicants in Turkey and Lebanon. ICMC RSC TuME also provides a range of services for refugees who have been approved for resettlement, including Cultural Orientation training.

Job Purpose

The position is responsible for the Ankara sub-office of the RSC TuME and is a senior management position under the RSC Regional Director in Istanbul.  The Head of Office will be responsible for all resettlement operations in Ankara, including staff management, financial monitoring and reporting. 

Key Roles and Responsibilities

  • Direct, supervise and oversee all operational RSC activities in Ankara in accordance with directives established by the US Department of State’s Bureau of Population, Refugees and Migration (PRM), PRM’s Refugee Processing Center (RPC), U.S. Department of Homeland Security’s Citizenship and Immigration Services (DHS/USCIS);
  • Develop and monitor Quality Control (QC) tools and mechanisms for processing activities to ensure integrity, confidentiality and efficient processing of P1 caseloads;
  • Manage RSC caseload and pipeline through development of data queries, report analysis and  WRAPS (Worldwide Refugee Admissions Processing Systems);
  • Prepare situation reports, trimester reports and statistics, briefings, background information and contribute to ICMC HQ annual reports;
  • Provide supervision, support, guidance and training to the RSC TuME Staff in Ankara; Responsible for staff recruitment, training, evaluation and performance reviews;
  • Provide overall supervision of the Ankara sub-office project budget and ensure expenditures remain within budget limits;
  • Adapt and implement security Standard Operating Procedures (SOPs) for refugee operations and staff;
  • Maintain strong working relationships with donor and partner organizations, including the US Department of State, the US Embassy in Ankara, US Citizen and Immigration Services, UNHCR, IOM, local NGOs, Panel physicians, and other Resettlement stakeholders;
  • Liaise with Turkish government officials and maintain protection space for RSC activities;
  • Represent ICMC at various forums including international and regional conferences;
  • Maintain regular contacts with ICMC Headquarters and with the ICMC Liaison Officer in Washington D.C.;
  • Perform other duties as may be assigned by the RSC Director.

Qualifications and Key Competencies

  • Proven managerial skills/experience supervising a team of 40 or more;

  • Experience in working with refugees and vulnerable groups;
  • Excellent command of MS Office applications and other computer programs;
  • Readiness to travel.

Education

  • Advanced university degree in Political or Social Science, International Relations and/or Business Administration or a related field. Qualifying experience may be accepted in lieu of university degree;

Experience

  • Four (4) years relevant supervisory or management experience;
  • Experience with the USRAP, in particular overseas processing, is advantage;
  • Experience in program implementation and development, ability to analyze processes in order to improve upon SOPs.

Languages

  • Native level oral and written language skills in English.  Knowledge of Turkish, Arabic or Farsi would be an advantage.
